Wayne Norman was born on November 3 and is a life-long resident of Maryland. Wayne married his high-school sweetheart, Linda over 37 years ago. They live in Harford County, Maryland where they raised their two children. 

Wayne owns and operates a small law firm in Bel Air. He employes 9 people and knows what it is like to make payroll every week for the past 30 years. While Wayne maintained his law office, he served as the President of the Harford County Bar Association from 2008–2009.

Wayne Norman graduated from the University of Baltimore in 1976 with a Bachelor's Degree in History. He returned to the University of Baltimore School of Law and received his J.D. in 1980. He was admitted to
the Maryland Bar in 1981.

Prior to being appointed to the Maryland House of Delegates in 2008, Wayne was a member of the Harford County Liquor Board. He was also a member of the Harford County Republican Central Committee from 1998 until 2007. 

He is a life member of the Harford County Republican Club. Also, Wayne was a member of the Bel Air/Forest Hill Community Council. He is still a member of the Cecil and Harford Chamber of Commerce, the Western Maryland Railway Historical Society, and the Sons of the American Legion and Honorary Life Member of the Kingsville Volunteer Fire Company.

In his spare time, he enjoys restoring antique cars with his son, trains and anything to do with the nation's history.
